Report from the National Association of REALTORS® Conference and Governance Meetings held in Orlando, Florida November 6-10, 2008 Brett McPeak, your 2009 TBOR President, Barb Garrett, your Executive Officer and I attended the Governance Meetings, which were inspiring and beneficial. Following please find highlights of our meetings. N.A.R. Economic Stimulus Plan: A 4 point legislative economic stimulus plan has been created by N.A.R. and was affirmed by the N.A.R. Directors which will be presented to Congress. You will be hearing much about this through N.A.R. and W.A.R. and we encourage you to share these 4 points with your customers and clients as well: - Make the $7,500 first-time home buyer tax credit, enacted earlier this year as part of housing stimulus legislation, available to all buyers and eliminate the repayment requirement. - Make 2008 Fannie Mae and Freddie Mac loan limits permanent. - Get the U.S. Treasury to target funds from the $700 billion federal economic rescue package to mortgage relief and create an interest-rate buy-down program for residential mortgages. - Permanently bar banks from entering real estate brokerage or management. N.A.R. future legislative plans: The N.A.R. Chief lobbyist believes that President Elect Obama has a pro-consumer and pro-housing agenda and N.A.R. will have an open door to the new administration with regards to stimulating our national housing market including taxation, mortgage transparency, mortgage buy downs, and keeping the Federal government out of Brokerages. Affordability improves housing markets NEW DESIGNATION: Green Designation fully supports knowledge of green building principles as applied to residences, commercial properties, developments and communities so that you can list, market and manage green properties as well as guide your clients-buyers. This designation is awarded to candidates who complete a 12 hour core course on green real estate principles and six hour elective course that expands on the core course foundation. Additional details are available on www.GreenREsourceCouncil.org Fannie, Freddie Future: Vince Malta, chair of the association’s Government Sponsored Enterprise Presidential Advisory Group, outlined a set of principles for what secondary mortgage market companies Fannie Mae and Freddie Mac should look like after they emerge from conservatorship. These principles are just the beginning of the PAG’s work to ensure NAR has a voice in the future of Fannie and Freddie. At this time Fannie and Freddie own 50% of market loans and are experiencing only 20% delinquency. Conservatorship has returned Fannie/Freddie to normal business operations with a new CEO, and non executive Chair to reconstitute Boards. The Treasury seems to be committed to stabilizing bank portfolios. REALTORS® Credit Union Mike Brodie announced the approval earlier in the week by the National Credit Union Administration of the REALTORS® Federal Credit Union charter. Brodie, who chaired the effort, said service of the REALTOR®-friendly financial institution—which will be entirely Internet-based—will begin in mid-2009. The institution will serve REALTORS® and their families and state and local associations and MLSs. Up to 7 million individuals are expected to be eligible. REALTOR.com For the 13th consecutive year, REALTOR.com is the No. 1 real estate site in terms of unique users and time at the site, said Errol Samuelson, President, REALTOR.com. The site revamp, officially launched two weeks ago, includes more photos, interactive maps, and more property detail. Today, the site has 2.2 million listings updated every 15 minutes, and listings have a "freshness" stamp that tells when they were last updated, assuring consumers that REALTORS® are providing the most accurate data online. Since the revamped site launched, Samuelson said, property views have increased 48 percent and users are 62 percent more likely to click on an agent site. EProperties has been created as a website for commercial properties and of the approximately 500,000 commercial listings 130,000 are already entered onto this site. RPAC: Moe Veissi, 2008 RPAC fundraising chair, reported that the association had collected $9,946,616 to date for 2008, reaching 99 percent of its $10 million fundraising goal. Veissi felt certain the goal would be reached by year’s end. Of the candidates NAR supported in the Nov. 4 elections, 95 percent won their races. Policy Changes The N.A.R. Board positioned the association for emerging legislative and regulatory issues at the federal level by setting out the following policy principles: "Broadband. To ensure continued competitiveness of communities across the country in a global digital future, the association encourages widespread access to affordable, high-speed broadband connectivity provided through a variety of infrastructure options by public and private sectors." "Homeownership counseling. Endorse national ethics, education, and other industry standards for homeownership professionals." "Alternative identification. To enable non-citizens to buy property, support the use of Individual Taxpayer Identification Numbers in mortgage lending in place of Social Security numbers." "Climate change. Adopted a policy on global climate change." "Private transfer fees. Adopt a policy opposing private real estate transfer fees and encouraging enactment of laws or regulations that prohibit the use of deed restrictions to impose such fees." "Reporting sales to the MLS. Clarify the reporting obligation of cooperating brokers in instances where negotiations are conducted directly with sellers such as time windows in which accepted offers must be reported to the MLS, among other requirements." Standards of Practice Amendment The N.A.R. Board voted to: Clarify that the duty to disclose the source of offers established in Standard of Practice 1-15 applies only where that information is specifically requested by a buyer or a cooperative broker. The next N.A.R. Conference and Governance Meetings will be held in San Diego, CA November 11-16, 2009. RPAC RPAC- is the REALTORS® Political Action Committee and is the mechanism for REALTORS® to recognize and supports those political candidates and issues that are critical to our industry. RPAC is the preservation of our trade and has been an investment in our business since 1969. I remind each of you that as a result of RPAC dollars REALTORS® do not belong to local, state or federal institutions and we do not belong to banks. ONLY we can insure that we have the opportunity to continue to operate as we have been as REALTORS® for the past 100 years. By working "All Together" we have shown that when REALTORS® stand united the American dream of homeownership is open to all. Thank you for your successful efforts! REALTORS® are the ONLY Homeowner advocate group that not only sell real estate but offer disaster assistance, apply and work for grants for homeowner disaster services and more. Each REALTOR® no matter their financial situation can participate in advancing important REALTOR® legislative matters pertaining to the success of our industry. 70% of all RPAC donations stay in Wyoming with the remaining 30% sent directly to NAR for distribution. During the next months you will be contacted by one of the Teton Board or REALTORS® Directors. Please write your check for $15 or more made payable to RPAC and deliver/mail to the Board Office. Calls to Action Another method of influencing REALTOR® issues on the State and National level is through the continuing grassroots calls to action. Both NAR political staff and WAR Government Affairs Dept utilize this system by sending out "Calls to Action" on issues important, and often critical, to our industry. Please read these e-mail notices and respond to these requests for action. It takes only 2 clicks to make a difference. Remember, we are the only consistent voice for private property rights. Having joined the Teton Board of REALTORS® in 1995, Brett has continuously demonstrated his commitment to raise the bar of professionalism in our industry. In addition to his job as Broker Manager and as a Vice President of Sotheby’s International Realty, Brett also finds time to generously give of himself to our local community. Along with serving a term as Vice President on the Board of Curran Seeley, Brett has been instrumental in promoting and volunteering for the Teton County School District's Mentoring Program as well as contributing efforts to a list of programs too long to mention here. Brett represents the very best in our business behaving with great integrity at all times while never losing sight of his humanity and joint membership in our real estate community and our community at large. Brett's optimism, humor and deep sense of fairness represents only the very best of who we as REALTORS® strive to become.
